Have you gotten all 5 resets from this season only? if not, that is why. If you're looking at the triumph that spans multiple seasons, that does not count.

Ok so click on the crucible section in triumphs, select valor ranks. Right side of the 2 columns, the bottom one says Season 4: Valor Legend. It will tell you how many times you've reached and reset legend rank. Mine shows 2 so far.
