You do know that Bungie is not the one who sets the MSRP - yes?
That is between Activision and the retailers themselves.
The pricing structure is no different than what was done with The Taken King and again with Rise of Iron.
If you did a little research then you would know that you can buy the Forsaken Expansion pack as a separate purchase.

Bungie do handle all the content and bug fixes, etc though. Forsaken feels like it wasn't tested because they were busy making lore so they thought that would make up for the lack of balance and testing. It doesn't.
Forsaken feels like it wasn't tested because they were busy making lore
Right.... You're being nickeled and dimed for all that added lore they were so busy making instead of performing a better job at testing... Right. /s

I mean, I'm not saying lore is bad. But it came at the cost of the rest of the game. They promised to put lore in but decided that they could use that as an excuse to not focus on testing the rest of the game. We paid for new content and lore was supposed to be an added bonus. Lore is great and there's plenty of it. But gambit wasn't tested properly, the crucible is full of lag and other issues and there are subclass bugs everywhere... It's their damn job to do this testing, yet here we are having bought the dlc to test it for them...
