That's not Bungie not caring, but rather the community that has foster this type of behavior.
Having said that, there is a larger section of this community that will and does help "lesser-skilled" (and I use that term very loosely) players.
If you are unable to find a group here - rather it be a clan or through the Find Fireteam, there is also the [url=https://www.reddit.com/r/DestinySherpa/]r/DestinySherpa/[/url] over on reddit and there is also [url=The100.io]The100.io[/url] that have a fair number of groups willing to help other players.
I think as long as you are up-front about your experience and your skill level, I think you'll find that most people are willing to lend a hand.
As for the Crucible and having players not taking damage, well that's not really about Bungie caring, but more on the hybrid P2P network that they use for Destiny 2 and their netcode.
You can be in the top 1% or the bottom 1% or anywhere in between and still have that problem due to lag and latency.
As others have replied - don't fret too much about being able to everything and just knock out what you can.
After all - come September 4th, we'll have new items to chase and people will soon forget about the SoH armor.
