So if the game decides to give one guy 10 Uriel's Gifts and only give you one, he should get a powered-up version? That doesn't sound fun at all. In fact, that sounds annoying and poorly designed. I think House of Wolves in D1 was the closest to getting it right. Random rolls with the ability to reforge perk setups. It wasn't perfect, but it was a hell of a lot better than anything that came afterwards.
