very simple.. she was in on the invasion with the red legion. She syphons the funds we pay for the goods and she continues to provide it to the Red Legion.. quite frankly, she is a busniess woman and not out to take sides. War is good for business so she perpetuates it.

guardians use it. we have weapons/armour. In theory, Tess could have her fingers in a few different things that we don't know about. other guardians could sell out to the cabal for silver. root of all evil. Corruption and greed.

But why would the cabal care? They don’t want our weapons their whole plan was make guardians useless so it doesn’t make sense for them to recruit them or for guardians to join them. The cabal se us as lesser so why would they make deals with us? It’d be like an exterminator paying off roaches to help them.

Power.. A sect of the cabal want the traveller and feel we are undeserving. sometimes you do whatever you need to to remove your opposition. You make someone rich simple to get your in. Do I realistically think this all has happened. No. Why? because that would be a deeeeeeep story that I don't think bungie wants to invest in. but, the possibility is there.
