Good question! And before I forget to ask, could you clarify how Titans regenerate health with their class ability?
To your question, for me, it’s more about how it fits into the existing paradigm. For instance, if you couple health regen with melee ability or reload, I get an OP vibe. So it would have to replace one or the other, but which? How does it behave in PVE vs PVP?
And if you make it just about health regen, then then the cooldown needs to change so it’s inline with, say, the healing Rift.
The more I think about it, the more questions I have about application, you know? I’m not saying No, per se, I just don’t see how without more in-depth analysis :)

Exotic Armor can change the tune, for sure. Which, actually, might make the relatively mild D2 starting point in terms of abilities and supers nades, etc (compared to D1 end of life) a reasonable decision. How does one ratchet it up when it’s already staring at 11, you know?
