You have 2 characters lv 1 and 2.
You can not even play the crucible at that lv (and the lv1 character would not have been to the Tower).
Most dlc you need to be a certain lv to open or unlock by in game activities.
Any other problems with dlc:
Clear your console's cache.
Go into game management options and re-download/refresh your game licences.
Any further problems you need to contact Sony as it is up to them to sort out game licensing problems your account suffers.

Clearing your consoles cache it the normal cure to the problem (and you need to get to the Tower to collect it). But in truth the Spark of Light is a gimmick that hinders you. It will boost 1 character to lv40 and that is it. Activities that need to be found or missions completed to be unlocked stay locked, your light lv I (which is more important) remains unchanged and sub-class abilities remain locked until you earn enough experience.
