I agree that they are bugged. I have opened 90+ exotic boots on my warlock alone and never had them drop. I can't even begin to count the number of legendaries I've opened on him in hopes of getting them. I watched Mr. Fruits Wrath Of The Machine video he did and someone got them in one of the chests. But I've given up hope of ever getting then until Xur sells them.

Same here, man. Maybe this will be the week. It’s only been eight and a half months since he last sold them... Of course he hasn’t had any trouble selling others multiple times in that span. For example, since last selling TS, he has sold Voidfang Vestments SEVEN times!
