The change is both a nerf and a buff. Picking off one person will give you less health, which is a nerf. However, it completely buffed the super. The shotty nerf gets rid of that problem 50% of the time. The other problem was team shooting. You can't regen your health if you are getting shot at. Now, you instantly get health back, which gives you more health when going at the next person.
