Reduce the RoF a tiny bit and increase the damage to enable to kill with 2 headshots.

High RoF: Leave them as they are.
Mid RoF: Small damage increase.
Low RoF: Small damage increase.

High RoF: Leave them as they are.
Mid-High RoF: Leave them as they are.
Mid-Low RoF: 20% Range increase. (They are very hard to balance.)
Low RoF: Lower the RoF a tiny bit and increase the damage just enough to kill with four bullets to the head and two to the body.

Leave them as they are.

[u]Sniper Rifles[/u]
Buff Unflinching drastically.
Increase equip and- ADS speed.
Decrease zoom value of the low zoom scopes.

Leave them as they are.
[u]Fusion Rifles[/u]
All FRs: Increased in-air accuracy.
High Charge Rate FRs: Tighter bullet spread.
[u]Exotics[/u]
The Last Word: 35% extra stability while firing from the hip.
Thorn: Buff range with 20%.
Red Death: Change archetype to low RoF (the current one, not the one that "is" buffed) and give it a damage boost to enable a 4 HS, 2 bodyshot kill.
Hawkmoon: Give it Rifled Barrel instead of Hammer forged.
Ice Breaker: Ammo regenerates one second faster.

Never said I'd remove bloom, just reduce it. And it's an exotic it's supposed to be better than its legendary counterpart. The difference between Hawkmoon and let's say an Eyasluna would be that Hawkmoon has got more LiTCs. Other HCs would be almost as strong as well. Then we have the other exotic HCs which would easily counter it. So would Red Death.
