One cause that SOME people share with your reported issue is:
Having really really low UPstream bandwidth
Like 30 down, 1 up. That if it was too low, it would cr@p out trying to connect to the 11 other people in a Crucible match but would be fine on Strikes and stuff.
Obviously this isn't the "only" answer but it's an easy one to test. What's your upstream

Down: 1.4 Mbps. Up: 305.7 kbps. I know, not good. Crappy AT&T DSL. But it's my only option out where I live. Thought about getting a wireless 4G setup, but a single game update would chew up all of the data & throttle it down to a 2G connection. Screwed either way. Sometimes, you just have to vent...

Winner winner, chicken dinner. Yeh, 300k is way too low for this game. Most games you're just sending your data to one place: the dedicated server. Every fraction of a second your health / vector / state / aim / etc. So 300k probably cuts it well enough for that. With Destiny you're streaming that data to 11 other people simultaneously due to it being p2p. So 11x the data requires having at LEAST a stable 1mb upstream. You're far below that.

The people that are in an area with cruddy Internet have my sympathies. It really sucks if all you have are satellite or hotspot or some low-end DSL. It really sucks. The OTHER people... the people that haven't tried doing ANYTHING to improve their connection in the last 2 years while using high quality Comcast / Verizon / etc. and still have Type 3 NAT and using WiFI -- they get zero sympathy from me.
