I assumed they would be unlimited at rank 22. I agree with you, they should be. 22 is not easy to achieve, and should reward either access to unlimited ornaments, or a box of enough to fully equip a character with.
Ornaments are a cool way to introduce customized weapons and armor, but like everything recently, its designed to make them more money.

People that buy R. Treasures don't have to worry about getting to the Rank. And they also get S. Dust so they can use the ornaments right away.. But if some people do actually work their way up to Rank 22 (again, when everything else in the book can be claimed unlimited times), then why wouldn't those players be able to get their ornaments thru the book? In fact, some might even think: " Okk I have my ornaments now, but I need S. Dust.. let me buy a couple of R. Treasures!" ..They would still sell R. Treasures and actually satisfy the players that worked for the ornaments u.u...
