Yes you could say this. There's a very long discussion somewhere here about the fact of whether Eao is an Ahamkara or not. But I solidly believe it is. And I suggest you read that before you assume that I'm just assuming. While Eao may not exactly speak with Guardians through the flavor texts of items, it may just be a pure lack of wanting to whisper with Guardians. This could be from lore that you assumed isn't there. It's definitely safe to assume (I swear last time I say "assume" to get my point across) and it is also safe to [b]not[/b] treat the lore as precise and canon but more of a white lie. A white lie as in it's telling the truth but not the whole truth. The lore [b]is[/b] open to interpretation. And you can't say it's not because it definitely and absolutely is, just like every other story that exists. Also please don't call me "Darling" to taunt me. I don't take kindly to that.
