NO Exotics should be available to everyone regardless if they Raid or not. I used to have a regular group that played together on weekends but they have all since left Destiny. I myself quit for about 7 months and have just recently returned. Has been a struggle gaining light levels, if not for IB I would still be 305. Last Raid for me was Crota. Have looked on line to get into a KF raid but get booted everytime for "too low light level" My max light is 324 at the moment which I thought would be more than enough for a normal raid.
