Why games launch with little content

So as consumers we are always disappointed to see a game with so little content and heavy reliance on dlc right? And for the most part rightfully so. But I hope to see if I can convince some people to understand why this happens so often. People like to immediately say the company is corrupt and just money hungry. But never think about how different gaming is now. Games cost wayyyyyyyy more to make with bigger budgets and a certain standard for graphics and sound now. Yet developers can't make the price go above $60 to fix the problem of making that money back up. So they don't have as much content a lot of the time compared to even past games. Or have a ton of paid dlc. They just need to do it. Especially if the game doesn't sell enough on its own to make a profit. I'm not saying its good. But to at least understand why companies do it more.
