Why is the doctrine of passing OP? Here's some numbers!

This has been a very hot topic with this community lately. The doctrine of passing, is it OP? If so, why? To investigate this, I'm going to crunch some very generic numbers for you guys and hopefully answer this question. First, let's consider a lower rate of fire auto rifle that does roughly 21 damage per shot with no precision. Next, consider the doctrine which does roughly 13 damage per shot. Now we'll add 30% damage drop off to both guns, to see if we can answer why the doctrine melts at such long range. 21 x 0.3 = 6.3 21 - 6 = 15 damage 13 x 0.3 = 3.9 13 - 4 = 9 damage Now, the lower rate of fire auto will get about 4 shots in the time it takes the doctrine to shoot 10, roughly anyway. So 15 x 4 = 60 damage with no precision And 9 x 10 = 90 damage with no precision As you can see, doctrine clearly outputs more damage in the same amount of time. Alright, let's add precision damage to the low rate of fire auto. That's roughly a 30% boost in damage which would bring it back to 21 damage per shot. 21 x 4 = 84 damage. As you can see, with perfect aim the lower rate of fire auto comes close, but doesn't quite make it to the doctrines non precision damage. How about we make the doctrine user have average aim and have 50% of the projectiles do precision damage for roughly 13 damage? That's 13 x 5 = 65 and 9 x 5 = 45 for 110 damage. That's quite a jump with decent aim, am I right? How about we take the doctrine to 40% damage falloff while keeping the precision shot ratio the same? (13 x 0.4 = 5.2 13 - 5 = 8) That's 12 × 5 = 60 and 8 x 5 = 40 for 100 damage. That's [b]still[/b] more than 84 damage with perfect aim. How about 50% damage falloff? (13 x 0.5 = 6.5 13 - 6.5 = 6.5 or 7) That's 11 x 5 = 55 and 7 x 5 = 35 for 90 damage. The doctrine is [b][u]STILL[/u][/b] out damaging a lower rate of fire auto much farther outside it's intended range with only half precision shots while the other is all precision shots. Now we're going to switch it up and say the person with the low rate of fire auto rifle has average aim and gets half precision shots, meanwhile we'll out the doctrine in skilled hands and have them hit 8 precision shots at 60% damage falloff. First, the low rate of fire auto rifle at 30% damage falloff. 21 x 2 = 42 and 15 x 2 = 30 for 72 damage Now, the doctrine in skilled hands at 60% damage falloff. (13 x 0.6 = 7.8. 13 - 7.8 = 5.2 or 5) 9 x 8 = 72 and 2 x 5 = 10 for 82 damage. Incredible! At 60% damage falloff the doctrine in skilled hands still has the ability to outgun a low rate of fire auto rifle at only 30% damage falloff. So, is the doctrine OP? Probably just a bit considering how far outside the intended range it can go and still come out on top. Now I turn it over to you community, discuss. [b][u]Edit***[/u][/b] Guys, I'm not asking for a doctrine nerf, seriously. I was highlighting why it gets called OP. If you actually read my post, you'll see that I highlight the actual problem that low RoF variants of auto rifles, and really any primary class, are not in balance with the high RoF variants. [b][u]That[/u][/b] is the issue here.
