I only got 1 sterling treasure this week during the weekly reset. Last I received two sterling treasure . I thought it was per character ?

You are only intended to receive 1 Sterling treasure from the postmaster each week. This is per account not per character. You can gain two more from completing the 41 PoE and the weekly crucible playlist. This is a total of 3 a week per account.
