Personally, I agree with his view more. Superhumans are a wonderful thing, yes, but also very...very dangerous if not managed carefully. If they're known, and networked, then teams can be assembled based on what heroes would be most useful, or least likely to cause additional risk. So, for tech gone mad, Tony, Spidey, and Vision might be a better team than, say... Thor, Cap, and Ant-Man.
