If we could use the start menu to move inventory across all characters, it would make game play more fluent. Constantly within a fire team we are waiting on people including myself to use some app/site to get the gear we need. This creates constant stops and interrupts the fluid experience of game play. The Kiosk in the Tower is a nice touch, but still creates the issue of wasted time. Wasted time is all the time we have to spend trying to get ready to play instead of playing. For example, when we have to fly into the Tower to gear up or make a loadout change (Bounties, shaders, weapons, gear, etc.). Putting these types of things at our fingertips and making them easily accessible from any character, at any time, allows for fire teams to stay engaged and have fun.
