Oryx Challenge mode IS THE ONLY PLACE you are guaranteed to get one, make sure your primary slots aren't all full or Bungie will stick it your a--.

like what mr pot80 head said. in a weekly update the said something along the lines if you do not go to orbit first before you exit out of destiny all items will be lost. so i would figure best to go to orbit before character selection in a way as well.
