I know it requires damage, but it's not enough that it matters. You could kill yourself with fall damage while jumping around like and idiot trying to get away. And yeah, pretty much. The perk is called keen scout, but I'm referring to the part of it called hunted. It pops up on the bottom left of your screen when a keen scout looks at you for long enough.
