It is possible for all players to get the cloak. It is 100% based on RNG, and the higher level the strike, the better chance for drops you have. I would recommend waiting for the Dust Palace to be the Nightfall again and grind those. They dropped about 1/3 of the time (in my experience), same for Treads Upon Stars this week.
