It works on everything.
Just because it isn't the easy button some people were looking for doesn't make it bad.
You'll have to find something else to compensate with.

He basically said you have to treat it like a heavy sniper rifle that does double damage on some of the bosses in the raid including Oryx. Usually he shits on everything. Kind of like a puppy who isn't house broken yet.
