Is there any way to make crucible optimal outside of moving across the country?

I have a 25 mb/s - D/l, and 10mb/2 upload on my PS4. I live in western Canada. Yesterday morning after server reset or whatever they did...I had an amazing experience. I was landing shots in Pvp left right and center. I was also being killed at a fair frequency, but it FELT like other online shooters that I play on PC. It was amazing. For example, I can very clearly see when I'm playing if my network is good. No. It's not through the ''bars'' and connection status. It's how quick I'm able to kill things. When my connection is good, if I approach someone, and they see me at the same time, I'll start shooting, and they'll start shooting. If I'm using thorn, or hawkmoon...3 shots max will kill someone. If they don't get RNG and kill me in 2 shots first, almost 100% of the time in this scenario, we will BOTH die. Hawkmoon, thorn, and snipers all behave exceptionally well. When my connection is terrible, that same scenario (majority of the time in crucable, even though it reads ''good''), It will take 4 of my shots to kill someone. Usually takes my third shot before the damage from the first shot registers. It will often be a body shot, even though we've both been stationary and aimed squarely at the head. Usually in this scenario, I died after I've fired 3 shots, and the other person may have their shield down (IE: 1 or 2 of the shots will have registerd on them) When things are exceptionally bad (trials) The only chance I really have at killing people is through snipers, or catching them completely offguard/engaged with someone else. It's really, really annoying because when that happens, it usually takes 5-6 shots to kill someone. The part that bothers me the most about this experience, is that I KNOW that I'm hitting head shots. I KNOW that I'm being precise, and fast...but I'm missing completely. I have absolutely no idea to see if my ability is improving, when it's all coming down entirely to connection speed luck. What can I do to improve my experience? I assume it's because I live in a spot that is farther away from the host of these games, because my regional demographic is such a small portion of the games population. My NAT settings are set to my router defaults, and I never have any NAT errors. Is there anything I can do on my router that will specifically lessen the security on my PS4 ONLY that will improve my experience/reduce ping? The ports have already been forwarded in my firewall etc. Thanks!
