Wow. Loaded question. Well besides being a setting for many parts of the games, they are enormous rings located throughout space. They were built by the Forerunners as a fail safe in case the flood escaped. If activated, they will destroy all sentient life within range of them, thus causing the flood to starve to death. Basically, shit would get real.
