The entire point of leveling is to let you do harder content, to make said content easier and to show others that you’ve done said content.

Why do you care about leveling up if you don't want to do any content that has modifiers?

If you really want to not deal with modifiers past 200, then pvp would be your only option, or play a different game. It doesn't seem like this progression system is changing any time soon, they're doubling down on it from what I've seen to try to milk players for as many hours as they can. Some of the mods are good, and a handful are horrible and should be avoided at all costs.

PvP, it’s slow and inconsistent but past a certain point everything else will require modifiers to progress your light level.
