And why are the stats still mediocre at best? Like even the best roll I can think of for viable range and good stability still leaves it at a disadvantage against just about any other option you'll see in pvp.

Every other perk on the gun is intended for use in pvp. Pitiful stats or not, it's intended to be a pvp gun. My only guess is that it was originally a lightweight frame that was turned into an adaptive way back when they got rid of that hc archetype. They changed the 150s into 140s, but didn't bother to adjust the stat packages. Same reason why spare rations was worthless on its return, despite many people begging for it to comeback.
