I've been shooting it at Overload champs and it doesn't stun. I haven't thoroughly tested it but it definitely doesn't work in Kell's Fall on expert. It may have started to work after a reset because I noticed the Overload icon was in the corner and it wasn't before, but by that that I had gotten past the champs. Artifact mod was definitely on.
