For anyone reading this later on, I found that just going to orbit and coming back fixed the issue. There was another NPC really close by because of a patrol that may have been blocking the Techeun that servers as the mission spawn point from spawning, so the full solution may be going to orbit and coming back until that patrol isn't there anymore.
