Eye of Sol (the sniper) isn't in Saint-14's loot-pool. If that's the ony thing you've unlocked, your tokens will get consumed, but you won't get an engram. It's bugged.

Yeah, it's third win, but if you unlock it via the bounty you'd also get it to drop from engrams when turning in tokens. If it was functioning correctly, turning in those tokens would give you a sniper if you haven't played Trials before that. That's how it's worked for every other gun except Eye of Sol. The only way to get the sniper currently is through 3-win bounties and when ever it's a 3, 5, 7 or flawless reward.
