Had you already ran Shattered Throne before? It’s possible you could have already handed in the Talisman and are on the original questline; Petra never used to give a quest for the bow.
Head on over to Four Horn Gulch, Tangled Shore, and look for Toland to start the hidden quest. He’s always in the same place so look up a guide if necessary.

I've ran shattered throne 4 times the last 2 weeks just to test again and again, but to no avail. I have never been able to hand it to the warrior. I have also deleted the quest line and went to reacquire it but still nothing happens.

I’ve flicked through your game history and can see that you ran Shattered Throne last December if not before then also, you may not remember having handed it in. Could you entertain me and go look for Toland at Four Horn Gulch? Ignore the quest from Petra - you are most likely on the original questline which did not appear in your quests.
