In all honesty, I'd rather deal with shotguns and fusion rifles over sniper rifles. Why? Engaging a good sniper is a completely one sided battle.
One good sniper can LITERALLY turn an entire game around. You could have 100% head shot accuracy with a primary, but here's the thing. Snipers only need one shot. Any range.
You still need 3 shots with a hand cannon. They only need 1. You still need 3 bursts with a pulse. They only need 1. You need 4 shots with any scout that isn't 150 rpm. They only need 1.
With shotguns and fusions, you have a higher chance to survive and counter even if they're good with said weapons. Not so much against a sniper. Especially when they camp hard and know all the cheesy cover sight lanes and whatnot.

That’s a personal preference. In reality Snipers are so much easier to deal with it’s ridiculous. Sliding along side simply shooting them easily puts a stop to it most of the time. You’re right that they have a chance to hit a lucky headshot but that really doesn’t happen as much as you think. Meanwhile when someone is shotgunning while you aren’t they can straight up control entire parts of the map that you can’t approach.

Countering a shotgun ape is easy. Just don't rush blindly around corners and plan your approach. I always expect one around every corner, so I plan accordingly and I have zero issues with them. Using a shotgun requires you to be close to someone, and that is itself a risky move. I've easily melee'd a ton of them to death while they tried to hit me with their shotguns. Grenades are your friend against shotgun apes. Countering snipers? Avoid every single open area and hallway and hope you don't spawn in their aim.

Then I guess you're alluding that people using shotguns are idiots? They're not a big deal. They're not impossible or even hard to counter. As long as you expect them, there shouldn't be much of an issue. I recently grinded for Redrix running dual pulses, and the only shotgun that was really an issue was LoW, but that's a given considering how it is on PC.
