Red spectre will have fastest ttk in december. Its mid rof tier so it gets a 7% boost and it has a 24 or 28 impact

Last time I checked, Red Spectre hit for 20 up close and with its marginal range, it would be doing more 18s and 19s than 20s. Monte Carlo has the best stats of the family by far in range and stabikity, it has agresive ballistics too. So, right now it is hitting for 21 with AB, and with the patch it will be doing 22s and 21s regulary because of its good base range.
