I'm not sure they can, though. From what I've read, Destiny uses certain ports that are used by other programs, and so the ports are blocked by policy. It's unlikely that the university will open access to the ports just for Destiny. I did try using my phone as an access point; that worked much better, but still lagged out all the time.

It's not like having to exempt something for a student is new, if you can show it is for a non nefarious purpose(mainly p2p file sharing) you get an exemption
