Been a long time since I set up the Bungie account. I mistakenly thought it had it's own password. This sounds like a Bungie thing rather than Microsoft. Have you tried reporting it to the police? As hacking is a crime.

You don't need to know the person to report a crime and it doesn't matter where they are based.
