With the situation (Tapir from mid Sept 2025), Bungies public stance for it, at least with Destiny 2, is:
Destiny services are not available where access is restricted by law.
As for being able to access it on one platform but not another, there may be other things in play such VPN usage.
Marathon, from what I've seen/heard, has the same region block in place as Destiny 2 now (the earlier tests didn't as far as I know).
You may want to try seeking clarification over it on the Marathon Discord as support for that game by going to https://discord.gg/marathonthegame

My friends can freely play your games on PS in the same area. Is this law applies only for me?

I'm not Bungie, just passing on what they've said in regards to threads from players around that region (Russia/Ukraine/CIS etc) having the TAPIR issues. BNGHelp will likely see this thread later and may be able to pass on additional info, but from what I've seen they stick by that stance. Unfortunately there isn't a list been published by Bungie of countries impacted vs countries it was intended to impact; all we have to go on is players saying they cannot access from x/y/z region and Bungie giving the access restricted statement as a response.

Based on some evidence, it's specifically impacting traffic from Russian IPs and/or Russian PSN accounts, which are likely routed through Russian IPs during authentication. If someone is using a Russian PSN account outside of Russia for any reason and PSN support can't move an account between regions, they might have to start over from scratch by creating a new PSN account in a different country or region outside the Russian block.
