This is a good idea, but just precision hits are too little of a trigger, and rapid precision kills are too much.
I think something like, [i]precision kills blind nearby targets in a small radius. While amplified, rapid precision hits trigger this effect as well and the radius is increased.[/i] would be a good buff and a bit better for balance.
I don't play titan, so I don't really know how to balance juggernaut properly, but 9m radius is almost certainly way too big. Blinding is a really underrated effect and I think it might be a lot stronger than you realize it is since there are less ways to activate it than something like volatile.
Stormtrance should definitely build bolt charge overtime intrinsically. It just doesn't do enough damage to anything that isn't a red bar and a lightning bolt every few seconds could really help it. (Also please buff the base duration)

I had a feeling the 9m radius was alot, but I just copied the new disorienting blow blind radius in heresy. Also, I meant to say precision hits and precision kills for spark of brilliance.

I think 9 might be a bit much if it's automatic. One reason people hated One eyed mask so much was because it punished you for attacking the player. If breaking their shield gave you such a debilitating debuff it would feel super awful to play against and probably have a lot more uptime than disorienting blow in PvE. I do like the idea though even if I think some numbers might need to be tweaked a bit. And the brilliance buff is definitely a really cool idea, but I think it definitely needs amplified active for precision hits (precision kills can always do the blinding) to do the blinding explosion since it's a much stronger debuff than sever is.
