Would be much better if bright engrams rewarded with bright dust + a chance to get a sparrow/ghost/ship/old shaders you don't own from previous seasons

What ? The engram should give you an engram as a main reward ? An infinite loop of opening engrams. I assume you meant Bright dust. I think it is fine the way it is, sure it can be a bit disappointing getting something you already have, but it makes getting something new that much sweeter. It is more of a surprise when you do get something that you didn't have after opening a couple of engrams before and only gotten repeated things. Just imagine how boring it would have been if for 90% of the times you opened one you just g a small amount of Bright dust.

At least getting tiny amounts of bright dust per instead of what you already have would be a better system. I’m already saving so another set of stasis drake armour next year. I just got the mech suit this year. Gives me something to save for with all the sets I still need.
