Seems like it'd be the intended function since both perks work off the base magazine size Reconstruction can load up to 100% more magazine, so up to 2 Rockets Envious Assassin loads up to 200% magazine, so up to 3 Rockets Neither of these perks make those new values your base magazine size, since these are variable amounts at any given time while you're playing Something like Bipod sets your base magazine to 2, since it's a new fixed amount. If you had something like Bipod + Envious, that could get up to six Rockets Not saying they won't change it, but the perks are definitely working as they should
