It's bugged. The twab didn't mention it. It was on twitter tho. There is also no eta on the fix

It was fixed last night We have resolved the issue where Tier 4 Overthrow Chests weren't contributing to increased drop chances for Exotic Class Items. Players are advised to return to Orbit or restart Destiny 2 to receive the fix. https://x.com/BungieHelp/status/1821702751451279638

It was fixed with no downtime/update? Is that possible? Also, how do we know they actually fixed it, and aren’t just telling us that? Got my tinfoil hat on, lol.

The changes to farming exotic class items in The Pale Heart was always a nerf. Bungie is just getting a lot of flak for something working as intended, so they come out and say it isn't to try and deflect the issue.
