Certain fragments cause a quick flash effect on screen, or with prismatic it seems that when you start sprinting it flashes. For people with certain neurological conditions this is a problem and there is no way of turning the effect off. Please bungie give us an option to either turn down the effect or turn off the effect as its not really needed ingame sinse we get the text in the corner anyway saying what buffs we have. (the debuff screen effects are fine imo. its mainly that white flash)
