I don’t think they’re incompetent, I think they have chosen to put their resources elsewhere. And they’re trying to squeeze every cent they can out of this franchise.

I think its both. Even with the resources they have they still make stupid out of touch decisions.

They were reacquired by Sony, so I have no idea why they don't have the "resources" now.
