City government
Who runs the city is there another speaker or an equivalent and what about the consensus is it still around?

Bungie wrote all of that out of the story. We have no government, the Vanguard is the military looking to save the last city of humanity on earth. The Factions and the speaker have been gone since the long night shenanigans and chaos has ensued since.

Originally it was the consensus, made up of various factions and the Vanguard. If memory serves, at some point, there were accusations levelled at Zavala or the Vanguard for acting without the approval of the consensus and I think what essentially happened in the end was a military coup after the endless night (and FWCs involvement with letting Vex into the city) with the Vanguard now acting as a de facto government.

The idea is that the city is mostly peaceful since people get that if they dont work together they all may die.
