Why is the icon just constantly flashing like there's something there but when I go there she has nothing for me ?

Check the app to make sure that you don’t have a bright Engram from the previous season because I have one and I’m unable to use it because of the new season, I could be wrong but I’m pretty sure that’s what it is

It flashes for the Player, to see her latest items available that the player might like. It works like the flashlight that hooded justice carries in watchmen.
