If you can't even boot it in safe mode, you're going to have to reinstall Windows, a fresh clean install that is. You may have the boot sector virus which destroys the core files that are needed to boot Windows up. I know this because I had the same exact problem is you.

  • If it still gives me the option to back up files on an external hard drive, will that help me save my files (music, videos, pics, etc.) before doing a hard reset...

  • Hmm. Maybe you don't have the boot sector virus, because I didn't have the option to backup anything. Back everything important up and to a new install.
