Hi there. The Bungie forums are not able to assist with appeals of restrictions or bans. Your screenshot indicates your son's account was restricted, not banned. If you have already submitted an appeal for the restriction and been denied, then you must wait out the duration of the restriction.
Please note that, as mentioned in the appeals article, there is no guarantee for a response, nor is there a guarantee that a ban or restriction will be overturned.
In most cases, restrictions are given when a player has exhibited a consistent poor internet connection negatively affecting other players. Your son would have received an in-game warning message—prior to the restriction—that his account has a poor connection and if not fixed, he would be restricted. The warning was either ignored or attempts to improve the connection were not enough. If this is his first restriction, it will last 2 weeks.
We recommend following the steps provided in the Network Troubleshooting Guide and related articles to help improve your connection.
For more information on Bungie's policy regarding bans and restrictions, please review the policy found here.
This simply was not the case for me upon recently getting a 2 week restriction. I never leave a match even if I am getting stomped (happens often) ... I will take the loss. I don't care about my KD. My internet connection is a fibre optic line with a 600Mbps up/down and I certainly didn't feel or see any lag issues. I still have no clue why my restriction was issued. I have gone through the support guide numerous times and nothing in there seemed to improve my connection (as if it needed it). I got no warning. I received no support and zero explanation. Additionally I have no way to test if my connection is adequate enough now. I think there is an argument to be made here. I feel that in some instances this action may not be warranted and there is little to nothing people can do about it.

Just cause you don't see yourself lagging doesn't mean other do not.

That adds to my point. If there is an issue I want to fix it. If I don't see the lag and I receive no warning and there are no tools to check the latency between my console and Bungie ... then how would I know? In short, I only know because I got slapped with a 2 week restriction.

The two weeks is a warning. Next is a two month. Bungie use to ban for poor connection now they just reissue two months. So use this time to inspect your router modem. Replace old cords or modem/router or even have your isp come out and inspect your lines.
