But they aren't. Exos memories are fragmented because of all the resets they go through. The only reason the exos are functional is due to clarity control without it we've seen what happens in multiple lore tabs. They go insane and kill themselves.

No there's a whole bunch of lore with clovis bray from beyond light that explains what happened with the exos until he discovered clarity control.

Well you asked why their memories are messed up but all guardians lose the memories of their previous life. The exos themselves couldn't wield the light at first because they just wouldn't stay alive long enough. Their human minds couldn't handle the change & would go insane so they kill themselves. We see this with clovis brays son prior to him discovering clarity control. Banshee for example has his human mind still (he is clovis bray) but he's been reset so many times his memory is completely fragmented & appears to only be able to remember how to work on weapons since that's all he does. The exo guardians minds being all fragmented has nothing to do with having a ghost. That's all from resets. Them not having their previous life's memories is just a side effect of being rezzed.
