My own head canon is that the ghosts are a quantum footprint of the person you were.
There is a paradox in quantum theory that on the quantum level any quantum index of information can be deleted or destroyed. Some might call this the soul.
I thick that for a lot of the first ghosts, the traveler bound the index of those dying in the collapse to mechanical artifice. Some found their body quickly, and resurrected them as the first guardians. Others had to look far longer. Many gave up, and picked a lesser body to revive, others hunt even now. And some chose the Hive.
I've always chosen to believe that I was revived from a body that died in the collapse, on that haunted desolate highway of cars left to decay, bodies of those trying desperately to reach safety. I like to imagine at the last I was trying to help others to safety. That i knew the risk, and chose to take it. And that in this act, I was chosen.
There is some backing to this. Crow, Uldren, sacrificed all for his sister, doing what he believed was right. And that sacrifice lead to his death. Savathun in turn died, she was devoted to protecting the traveler, and while her reasons were selfish, her goal was to protect her people, and the light.
It doesn't have to be devotion to the traveler that makes you worthy. It is devotion to something that is so important it is worth sacrificing for. Worth dying for.
We call them our ghosts because our ghosts they are.
Anyway just my head canon.

Devotion to anything, even absolute vile things. Crow and Savathun showed you could be worst thing alive, dying for a cause is all you need to do to merit the Light. I wouldn’t be surprised that our Guardian was a traitor during the Collapse. We doomed Humanity before and now we save it, proving the Gardner right blah blah. As for Ghosts, they are souls. They’ve been called Companion Souls. Made from fragments of the Travelers consciousness. As it’s the god of life, makes sense it “houses” the souls of people. It’s why the Gardner can bring the dead back to life but the Darkness can’t.

Crow, Uldren, is not the worst thing alive. That is a ridiculously silly statement. He had a weird even incestuous relationship with Mara... I don't think he wanted in her pants but he was desperate for her love. Uldren was being manipulated, we know for a fact he was not in his right mind at the time of Cayde's death.. He truly, truly believed that he could save his sister. Uldren was not a good man. but if you've never had someone in your life you'd be willing to walk through hell for, I am sorry. There are people alive and well in the world today who would have you skinned alive for having mildly inconvenienced them. People who look at Germany in the 1940s and say "yes, good, that, but more!" I promise you that Uldren hasn't killed literally billions of sapient life forms just for amusement. "The Guardian" can't make that claim.

Don’t recall making that statement, so maybe pay better attention. He intentionally sent Guardians out to die with faulty intel. Worked against our mutual interest out of spite. Killing who knows how many of your own people just to save your sister? Not a very moral thing to do. Our Guardian kills to save humanity. We’ve literally saved our species and cosmos several times. Did our Guardian invade someone else’s home and try to commit genocide? No but every species we are fighting has done that to us. No one else in Destiny can make that claim. So the whole ‘our Guardian is bad cause they kill’ is just a laughable claim to make. As is self defense is the same as genocide. 🤦
