In order to unlink an account, all you had to do was go to your Bungie.net settings under Account Linking. The Cross-Save set-up only allows you to link accounts and enable Cross-Save.
Unfortunately, because you continued through the steps and told the system that you used the accounts you wanted to use and pressed the final button, there's no way around the security measures in place, and you must wait out the wait period.

I've reviewed the Cross Save page and it seems like my characters are on Stadia, not Steam- and there is no way to transfer my account to Steam anymore. So, if I disable Cross Save, my characters will be on Stadia and my DLC will be on my unlinked Steam account. So, I'll have to buy all the expansions again if I want to play the game during the next 90 days?

Not sure if I mentioned it in the original post, but I was unable to change the Xbox account bc Bungie uses an autologin screen for Microsoft. Regardless, is there a way to ensure that the steam version of the game is the primary save during this 90-day ban?

It is not possible to transfer characters or DLCs from one platform account to another, so you must purchase DLCs on each platform account you intend to access that content on. You are currently accessing your Stadia characters' D2 save data on your Steam account. While Cross Save is active, your Steam's D2 save data is dormant. When you deactivate Cross Save, your Stadia save data goes back to being only on your Stadia account and your Steam save data becomes active again. From that point the accounts are completely separate and there is no playing with either's data from different platforms until you use Cross Save after waiting the 90-day cooldown.

So if I no longer have a Stadia, I will effectively be banned from my account for 90 days. Why is this a policy and why does Bungie not have a support team?

[b]Do not delete your Google Stadia account.[/b] If you remove your ability to authenticate to it, you will not be able to disable Cross-Save or unlink it; your current setup will be permanently stuck as it is. Deleting your Stadia account will not unlink it from your Bungie.net profile nor will it forcefully disable Cross-Save.

Stadia is not a console, it's a service you access from most modern TVs, phones, and PCs. You just log into Stadia from the Google Chrome browser or the Stadia app on your device and play the game, same as you could before using Cross Save. Cross Save is intended to be something you set once and leave on.
