If that's how you choose to view it then sure. I'd say its more of a "pay to catch up" than a pay to win. You don't unlock everything and still start at level 1. Everyone else who has the game has everything and has had it for months (it only takes a day or 2 to get to your first regen, by then you have everything unlocked except camos.
If they released this edition at launch there would be a problem (looking at you Dice). But a year after launch, this is nowhere near qualifying as pay to win. Just incentive to pick up the game.
I'm being harsh because I do hate Pay to unlock. The major flaw of the unlock system is that new players are at a disadvantage. Bungie tried to solve this with the Crucible in Destiny by removing the level advantage. EA's solution is to have players spend more $. Blizzards solution is to have cosmetic only unlocks.
What's better is that even with this catch up stuff, newer players will have a better chance of keeping up, making them play the game more.
Plus it helps the game sh## on competition
I think of Star Wars Battelfront. I never really kept up with it and going back in 6 months later I felt completely overpowered by players with explosive ammo and much better guns. My son likes Overwatch because he gets all the best guns from the start. I think that's the future of this genre.
